Since 2003, PLC has promoted brighter outcomes for some of Delaware’s most vulnerable children, youth and families. We train and license foster homes and ensure the well-being of the children we place. In our Independent Living Program, with life-skills training and case management, we guide older foster youth toward self-sufficiency. Our hotline supports foster parents in crisis and we offer therapeutic support to youth at risk of displacement.
