Mission: To enhance the lives of children, youth, and families by providing human services that meet the psychological, spiritual, and cultural needs of those we serve.
Since 2003, PLC has promoted brighter outcomes for some of Delaware’s most vulnerable children, youth and families. We train and license foster homes and ensure the well-being of the children we place. In our Independent Living Program, with life-skills training and case management, we guide older foster youth toward self-sufficiency. Our hotline supports foster parents in crisis and we offer therapeutic support to youth at risk of displacement.
